Organizer takeaways
- Seven of twelve projects targeted public procurement; none stopped at contract search — all crossed corporate registry, financials and disciplinary records against the process.
- Almost every team wrote its own counter-explanation (prioritize not accuse; cite source and date; do not penalize missing voluntary data). Once data is easy to cross, the judgment used to read it becomes the product.
- The winner was chosen because one analysis reads two ways: opportunity for a small business, red flag for a citizen — one engine, two products.
Curator note. Strong base-rate data: complete roster with one winner. Procurement was the crowded lane (7/12) and still produced the winner — differentiation came from dual use and autonomous action, not lane choice.
